Old Nogales Interceptor Phase I and Phase III

Performing as the CMAR for RWRD, Borderland teamed with B&F in this multi-phase project to complete the installation of a sewer system. Phase 1: B&F installed 1,442 LF of a new 10-inch sewer line within Drexel Road, between Park Avenue and 1st Avenue. The project included a temporary bypass of the existing 18-inch sewer line in Park Avenue. Phase 3: Our same team installed 18,706 LF of new 18-inch, 5,400 LF of new 30-inch, and 9,062 LF of new 36-inch sewer connecting the existing conveyance system to the State Prison Lift Station (which was taken out of service as a result). Both projects included multiple stakeholders, including City of Tucson DOT, Tucson Water, Arizona Department of Environmental Quality (ADEQ), Sunnyside Unified School District, other regional utility providers, and numerous adjacent businesses and property owners.

Several approaches were used to reduce the overall construction cost, including the substitution of Armorock pre-cast (corrosion resistant) polymer concrete manholes (thereby eliminating high-cost manhole coatings) and the use of flow-through plugs as part of the flow management plan (reduced bypass pumping time/costs). Additionally, the overall construction schedule was expedited based on the use of pre-cast polymer concrete manholes. Each manhole was installed in a matter of hours instead of weeks, and the strategic phasing/ advancement of sewer system installations using partial discharge authorization applications through ADEQ and out-of-sequence construction was carefully planned with RWRD staff. The out-of-sequence construction allowed Borderland and B&F to split the project in half literally and concurrently construct two 3.5-mile sections of pipe rather than one 7-mile section of pipe, which accelerated the Phase 1 project completion by six months.
